From 2015 to 2018, the Union Public Service Commission (UPSC) Civil Services Examination (CSE) saw variations in the cut-off marks, reflecting the varying levels of exam difficulty and competition among aspirants. In 2015, the cut-off mark for the General category in the Preliminary examination was 107.34, indicating a competitive year.
- This figure saw a significant increase in 2016, rising to 116.00, the highest in this four-year span, suggesting either a higher level of difficulty or improved performance among candidates.
- The trend, however, reversed in 2017 when the cut-off dipped to 105.34, before slightly increasing in 2018 to 98.

Important Facts About UPSC Cut Off
The below points might help in clearing some of the doubts regarding the IAS Cut Off marks.
- The UPSC cut-off marks are subject to changes, as may be necessitated by the orders that may be passed in the honourable courts in matters pending before them. Category-wise recommendations will be updated after the conclusion of the pending court cases.
- The UPSC Prelims Cut off marks are calculated on the basis of GS paper I only. As per Rule 15, the Prelims GS paper 2 (CSAT) is qualifying in nature and candidates are required to score a minimum of 33% of marks to be eligible for the mains exam.
- Subject to 10% marks in each of the seven competitive papers that are Essay, GS I, GS II, GS III, GS IV, Optional I and Optional II
- If the candidates obtained equal marks in UPSC civil services examination, the criteria of ranking will depend on the following cases:
- Case 1 - Candidates who scored more marks in the compulsory examination and personality tests would be put together to be ranked higher.
- Case 2 - In case of marks mention in 1 are equal, then the senior in age would be ranked higher.
- Case 3 - If cases 1 and 2 are the same then the candidates getting more marks in compulsory papers would be ranked higher.
Factors Affecting UPSC IAS Cut-Off Marks
The UPSC cut-off marks will never be consistent every year, it change year to year by various factors. The cut-off varies for different categories, here are a few of the factors that affect the cut-off:
- Number Of Vacancies - The number of vacancies plays a major role in deciding the IAS cut-off every year.
- Aspirants Appearing to the Examination - The number of aspirants appearing in the examination also decides the IAS cut-off. As more aspirants apply to the examination there is huge competition.
- Difficulty Level of the examination - The difficulty level also plays a major role, more the difficulty of the examination less the cut of the mark.
- Category - The category to which the candidate belongs is the primary and major aspect as there will be lots of differences in the cut-off marks from category to category.
Tie Breaking Rules to Calculate UPSC Cut Off 2025
In the UPSC Civil Services Examination (CSE), when two or more candidates secure identical aggregate marks, the Union Public Service Commission follows a structured tie-breaking policy to determine their inter-se merit:
- Higher Marks in Compulsory Papers and Personality Test: The candidate with a higher combined score in the Compulsory Papers (Essay and General Studies Papers I–IV) and the Personality Test (Interview) is ranked higher. Notably, marks from Optional Papers are excluded from this calculation.
- Seniority by Age: If the tie persists after considering the above criterion, the older candidate is accorded a higher rank.
This tie-breaking mechanism has been in effect for all UPSC examinations conducted after August 28, 2019, including the Civil Services Examination, Indian Forest Service, Engineering Services, and others.
